The resulting thematic report must articulate the indispensable contributions of a qualified workforce to the seamless rollout of these technologies, emphasizing how skilled technicians, engineers, and project managers can mitigate deployment bottlenecks and enhance operational efficiency.

Proposals should demonstrate a nuanced understanding of the unique challenges in Southeast Asia, including fragmented vocational training ecosystems, mismatched curricula with industry needs, and limited pathways for cross-border credential recognition. The study is expected to systematically identify deficiencies in existing educational programs, apprenticeship models, and labor market linkages—such as insufficient hands-on training for grid integration or safety protocols in high-voltage environments.
