RFQ Title: UK – Design & Build Subcontract for 21 Fully Serviced Traveller Pitches – Lower Thames Crossing (LTC) Project – East/South East England

Project: Lower Thames Crossing – Serviced Pitch Site Works (North of the Thames) Contract Reference: RNT-LTC-SP-01 Estimated Package Value: £50,000 (excl. VAT) Location: East of England / South East England Contract Period: 01 August 2026 – 01 August 2027 Closing Date for Expressions of Interest: 15 December 2025, 12:00 noon GMT

Scope of Works (turnkey package):

• Full design responsibility and construction of 21 individual serviced pitches complete with metered electricity supply (including consumer units and external bollards) and natural gas connections
• Site-wide foul and surface-water drainage systems, including attenuation, treatment, and connection to existing networks
• Supply and installation of a fully integrated HD CCTV security system with remote monitoring capability
• All associated hard and soft landscaping, access roads, pathways, lighting, fencing, and utility trenching
• Final commissioning and handover of a 100 % operational, compliant traveller pitch facility

Mandatory Requirements & Preferred Experience:

• Proven track record delivering similar serviced pitch / residential caravan site / utility infrastructure projects in the UK (preferably for local authorities or Highways England / National Highways)
• Full UK design-and-build capability (Part P electrical, Gas Safe registered engineers, and drainage design to Sewers for Adoption / Section 104 standards)
• Robust ISO 9001, 14001 & 45001 accredited management systems
• Demonstrable commitment to zero-emission site operations (no diesel plant or generators permitted)
• Active local recruitment and apprenticeship programmes supporting social value and skills legacy targets
• Ability to evidence carbon reduction plans aligned with PAS 2080 and net-zero construction practices
