Call for Proposals: Lead Partner to Manage Local NGO Consortium for Building Peace and Stability in Iraq (BPSI) – IRC Component Takeover

We are the UK Foreign, Commonwealth & Development Office (FCDO), committed to promoting durable solutions and sustainable reintegration for internally displaced persons (IDPs) and returnees from Northeast Syria across high-return areas in Iraq. As part of the ongoing Building Peace and Stability in Iraq (BPSI) programme – a flagship initiative delivering peacebuilding, social cohesion, legal assistance, and policy advocacy since 2023 – we are now seeking a highly capable, internationally registered non-profit organization legally operating in Iraq to assume full leadership and management of the current IRC-led component from 22 March 2026.
This is a strategic bulk wholesale partnership opportunity for an established international NGO with proven expertise in managing consortia of local Iraqi NGOs, strengthening local civil society capacity, delivering high-impact durable solutions programming in complex and fragile contexts, and driving evidence-based policy advocacy on displacement and reintegration issues. The successful lead partner will take over seamless coordination of six experienced downstream Iraqi NGOs, maintain momentum on existing outcomes, and have the flexibility to propose complementary new partners or refined approaches while phasing out livelihoods activities after 31 March 2026.

Description
Key Programme Details & Requirements (FY 2026/27 – with strong potential extension to March 2029):
- Maximum grant value: Up to £1.6 million GBP for FY26/27 (up to 55% allocatable to lead partner management, technical support, and direct delivery costs; remainder passed fairly to local downstream partners with full overhead recovery)
- Project duration: Initial 1-year accountable grant (22 March 2026 – 31 March 2027), extendable up to two additional years subject to performance and ODA budget confirmation
- Geographic focus: Kirkuk, Ninewa (Sinjar), Anbar, Salah al-Din, and national-level policy engagement
- Core outcomes to deliver (no major changes anticipated):
- Outcome 1: Constructive dialogue and engagement among diverse community groups to reduce conflict drivers and strengthen social cohesion
- Outcome 2: Enhanced access to justice, civil documentation, HLP rights, and durable solutions for displacement-affected populations
- Outcome 3: Strengthened policy advocacy and institutional reforms advancing Iraq’s durable solutions agenda
- Mandatory localisation approach: Empowering, capacity-building, and sustainable handover focus with fair compensation and overheads for local partners
- Strong emphasis on gender equality, social inclusion (youth, women, marginalised groups, minorities), climate mainstreaming, and conflict-sensitive implementation
- Reporting: Quarterly narrative + financial reports, updated risk register, bi-annual delivery chain map & asset register, minimum quarterly progress meetings with FCDO
Eligibility Criteria (strict – non-negotiable):
- Legally registered and operational in Iraq
- International not-for-profit status
- Demonstrated track record managing multiple local Iraqi NGO partners in durable solutions/reintegration programming
- Willingness to undergo full FCDO due diligence and sign standard Accountable Grant Arrangement
- Capacity to deliver consolidated quarterly reporting and robust financial management using FCDO budget template (attached)
Highly desirable: Previous work on reintegration of returnees from NE Syria, policy advocacy with GoI ministries (Migration, Interior, Labour, Justice), embedding peace committees into local governance structures, and climate-inclusive programming.
